Hi, If you indicate for witch protocol this problem occur and add a capture file demonstrating the problem it will be easier to supply and verify a patch. Assuming this is GTPv2, the problem is fixed in trunk http://anonsvn.wireshark.org/viewvc?view=revision&‍revision=48301 and will be part of the upcomming 1.10 release.
